The Justice Department Inspector General has released a harshly critical report about the FBI's handling of investigations into allegations of child exploitation. And this report identifies multiple ways in which the FBI is continuing to fall short in these types of investigations.
An Auburn man who allegedly raped two minors was apprehended by police on Wednesday after briefly fleeing the area during the investigation.
The Auburn Police Department said in a news release Thursday that Donald R. Clarke II, 47, faces multiple charges stemming from an October complaint that he repeatedly raped two children younger than 15. He was indicted by a Cayuga County grand jury in January but fled to New York City, and is believed to have only recently returned to Auburn.
Clarke was arrested without incident by an officer on routine patrol on Washington Street, police said.
After officers responded to the October complaint, it was turned over to the department's Detective Bureau, which collected forensic interviews and evidence.
The case was then presented to the grand jury, which indicted him on charges of first-degree course of sexual conduct against a child (a Class B felony), four counts of second-degree rape (a Class D felony), second-degree criminal sexual act (a Class D felony) and endangering the welfare of a child (a misdemeanor).聽
