AUBURN | There was a changing of the guard at the Cayuga County Legislature on Monday night. Democrats took over the majority for the first time in the county Legislature's history during the reorganization meeting.
Legislator Keith Batman, a Democrat, was elected as chairman for the body, and Legislator Patrick Mahunik, also a Democrat, was elected as vice chair.
After being sworn in, Batman took his place in the chairman's seat and addressed the body with his plans for 2016 and reflections on 2015.
"We have many challenges before us," Batman said. "To name a few, the challenge of a budget, which draws too much from our fund balance while providing too little for needed capital and infrastructure investment; the challenge of deteriorating water quality in our lakes; the challenge of communication within our many constituencies; and the challenge of finding ways to efficiently work with other governmental units to consolidate in meaningful and cost effective ways. Confronting these challenges will be our focus as we move into 2016 and beyond."

Batman said the most immediate challenge to tackle will be county finances. He plans to have the Legislature make "significant progress" on the financial and budgetary process by April 15, 2016.聽
To address the other challenges, Batman plans for the Legislature to split into working groups rather than rely on the oversight committees. The working groups will be in charge of a topic, and will consist of one or two legislators or the county administrator, staff and community members who wish to join. Some of these topics Batman highlighted were financial planning, capital planning, broadband access, water quality, communication and consolidation.聽
In addition to deciding the chairman and vice chairman positions, newly elected Legislator Aileen McNabb-Coleman was appointed the majority leader and newly re-elected Legislator Michael Didio was appointed the minority leader.
Judges Mark H. Fandrich and Thomas G. Leone performed the swearing-in ceremonies for the newly elected legislators including Andrew C. Dennison for District 2, McNabb-Coleman for District 6 and Joseph DeForest for District 8.
Legislators Didio for District 14, Mark Farrell for District 4, Joseph Bennett for District 10 and Patrick Mahunik for District 12 were sworn in after being re-elected.
Sheila Smith was reappointed as the clerk of the Cayuga County Legislature, and Fred Westphal was reappointed as the county attorney. Also sworn in at Monday night's meeting were County Clerk Sue Dwyer and District Attorney Jon Budelmann.
Legislator Benjamin Vitale brought some business before the Legislature besides the oaths of office. Legislators passed his motion to change the full Legislature meetings' start time from 6:30 p.m. to 6 p.m., excluding Student Government Day and Senior Citizen Day.
Batman wrapped up the meeting before official photos were taken with a call to action.
"We can get this done," he said. "I have confidence in this body, in our staff, and in our county, and look forward to working with you toward a better community."
