AUBURN 鈥 In a history-making year at Memorial City Hall, Auburn City Council made more Thursday by appointing Jennifer Haines as the next city manager.聽
Haines, a 31-year city employee who is the director of planning and economic development, will be the first woman to serve as city manager. She will transition into the role over a six-month period beginning in January. During that phase, she will be the assistant city manager under Auburn City Manager Jeff Dygert, who will retire when his contract expires at the end of June 2025.
After Dygert retires, Haines will become the city manager. Her contract, which includes a base salary of $150,000, will run through June 2028.聽

Early in the meeting, two former mayors 鈥 Melina Carnicelli and Tim Lattimore 鈥 congratulated Haines. Carnicelli, who was the first and remains the only woman to serve as mayor, lauded the council's "historic appointment."聽

"I know we're going to be well served under your tenure," Carnicelli told Haines.聽
Before the vote, the five-member City Council complimented Haines on her service to Auburn. The councilors have worked with Haines on various projects over the years and they consider her to be a great resource.聽
Councilor Terry Cuddy said he's excited for the "new chapter" with Haines as city manager.聽
"Her years of dedication to the city of Auburn show how committed she is and how prepared she is," Cuddy added.聽
Councilor Rhoda Overstreet-Wilson noted that Haines' appointment adds to the historic achievements this year. Overstreet-Wilson is the first Black councilor elected in the city's history and she is one of three women, along with Councilors Christina Calarco and Ginny Kent, who are part of the first majority-women council in Auburn.聽

Auburn Mayor Jimmy Giannettino and Haines have known each other for years 鈥 they have children who are the same age, he said 鈥 and he has worked with her since being elected to the City Council in 2015.聽
"I've watched how you carry out your duties, how you lead your department," Giannettino said. "You do it with integrity, diligence, thoughtfulness. The results speak for themselves. I think you have the respect of everybody in the city organization.
He continued, "You accepting our offer to be the next city manager will allow us to continue all the good work that we've done under Mr. Dygert's leadership. The city looks much different than it did a decade ago, and you've had a huge hand in that."聽

The City Council unanimously voted to appoint Haines as city manager. Councilors and the crowd applauded the resolution's passage.聽
In remarks after the vote, Haines thanked the council for the "overwhelming honor and opportunity to continue to serve our community that we all love in a new capacity." She is also grateful for support from her family, friends, coworkers and community members.聽
"There are exciting opportunities and partnerships for us to pursue together as we focus on providing our services to our residents, businesses, organizations and visitors with excellence," Haines said. "We have good work, and hard work, ahead of us."聽
