Giannettino will succeed Michael Quill, who is concluding his fourth term as mayor. 

Speaking at the Cayuga County Democrats' election night party at Ancient Order of the Hibernians, Giannettino praised Quill, a fellow Democrat, for restoring honor and integrity in city government. 

The race for mayor pitted Giannettino, a two-term city councilor, against Lattimore, who has been the GOP mayoral nominee in six consecutive elections. Lattimore served one term as mayor, from 2004 through 2007, and three terms as a Cayuga County legislator. 

The candidates had similar priorities, but different approaches to addressing those issues. On water quality, Giannettino is urging the state to update Owasco Lake watershed rules and regulations and implement a total maximum daily load — what he calls a "pollution budget" for the lake. Lattimore wants a "green belt" around the lake and dams to slow down the water flow. 

Giannettino wanted to build on the legacy that Quill is leaving behind, while Lattimore thought the city needed a change of direction. 

Ultimately, city voters chose Giannettino for the job. 

In his victory speech, Giannettino thanked his family, friends and supporters. 

"I love this city. I value its history. I believe in its future," he said. "It has been an honor and a privilege to serve you as a city councilor for eight years. I am excited to serve you as your mayor and to take over for Mike Quill. I believe our best days are ahead and I can't wait to get to work." 

Giannettino will be sworn in as the city's 45th mayor on Jan. 1. 

During the investigation, it was discovered that Chad M. Taylor, 38, of 19 McMaster St., was a passenger in a vehicle when he engaged in an altercation inside the vehicle with a woman. During the altercation, police said, Taylor threatened to blow up the vehicle with a propane tank and lighter that was present.

Also inside the vehicle were five children ranging from younger than 1 year old to younger than 16.

As a result, Taylor was arrested and charged with endangering the welfare of a child. He was arraigned and released on his own recognizance.

State Sen. Monica Martinez and Assemblyman William Conrad, the sponsors of the proposed amendment in the state Legislature, explained the intent of the exemption was to allow local governments to benefit from a state sewer construction assistance plan. In later years, the exclusion helps municipalities fund sewer facility projects. 

"Local government finances continue to be strained by the need to repair or replace aging sewer infrastructure," the sponsors wrote. "Indeed, the urgent need for improvements and upgrades to municipal sewer facilities is well documented as an ongoing concern for local governments." 

Municipalities seeking to exclude sewer facility construction from their constitutional debt limit must submit an application to the state comptroller's office. 

Jennifer Freeman, a spokesperson for state Comptroller Tom DiNapoli, told Ë®¹ûÅÉAV that their office has received and approved 201 applications for 143 municipalities since the existing 10-year extension took effect on Jan. 1, 2014. An additional seven applications for six municipalities are under review. 

When the amendment was , it was supported by 73% of voters who took a position. More than 872,000 voters, one-quarter of the 3.2 million New Yorkers who voted, left it blank on their ballots. 

Muldrow and fellow incumbent Heidi Nightengale got the celebrations started Tuesday night at the county Democratic Committee's election night watch party at the Ancient Order of Hibernians in Auburn. Running unopposed, Muldrow was elected to represent District 11 (southwest Auburn) and Nightengale to represent District 8 (northwest Auburn). It is each candidate's second term on the Legislature.

Also running unopposed, Republicans Tom Winslow and Legislator Mark Strong won Districts 3 (the towns of Brutus and Cato) and 7 (the towns of Moravia, Niles, Sempronius, Summerhill and Venice), respectively. It will be the first term for Winslow, who is currently mayor of the village of Weedsport, and the third for Strong.

Muldrow and Nightengale were soon joined in the Democrat win column by incumbents Aileen McNabb-Coleman, who defeated Republican nominee Joshua Czyz in District 5 (the towns of Owasco and Sennett), and Elane Daly (D, WF), who defeated Republican nominee Ali Muhsen (R, C) in District 9 (northeast Auburn). It will be the third term for both McNabb-Coleman and Daly.

Auburn's fourth Legislature seat was also claimed by a Democrat, political newcomer Stephanie DeVito, who defeated Republican Michael Pettigrass in District 10 (the city's southeast). In a rematch, Democrat and former Legislator Ben Vitale (D) defeated Republican incumbent Lydia Patti Ruffini in District 2 (the towns of Conquest, Mentz, Montezuma and Throop). 

The seventh and final Democrat of the night to claim victory in the Legislature was first-time candidate Jonathan Anna, who defeated Conservative incumbent Jim Basile and Republican Al Simmons in District 1 (the towns of Ira, Sterling and Victory). With the majority, a Democrat will likely become the next chair of the body, a position that oversees the county's day-to-day operations.

Democrats could claim an eighth seat on the Legislature, as candidate Kevin Fitzgerald's race in District 6 (the towns of Genoa, Ledyard, Locke and Scipio) with Republican incumbent Hans-Peter Pecher was too close to call at 651-675 Tuesday night. In District 4 (the towns of Aurelius, Fleming and Springport), Republican incumbent Robert Shea defeated Democrat James Moore for a second term.

Pecher told Ë®¹ûÅÉAV late Tuesday at the county Republican committee's watch party at the Hilton Garden Inn in Auburn that he would prefer to win, but has lost elections in the past.

"The world goes on," he said. "I'm not particularly worried about it."

The space where the former school and Church Street Apartments stood will become a playground, basketball court and dog park. A ribbon-cutting for the complex is planned for spring.

DePaul received more than $10 million in funding from New York's affordable housing agency, Homes and Community Renewal, as well as $3.75 million from the Empire State Supportive Housing Initiative and almost $2 million in low-income housing tax credits. The remainder of the project will be funded by future rental income, DePaul Vice President Gillian Conde told Ë®¹ûÅÉAV last year.

"It's very exciting," she said of the new complex. "I think it's going to be wonderful for the folks there and for Port Byron, and an asset for the businesses in that area with 69 brand new apartments."

According to Mentz town historian Mike Riley, Port Byron Central School was dedicated in May 1938. The concrete building was designed by architect Carl C. Ade. About 20 one-room schoolhouses from the surrounding area were combined there, making it what was thought to be the largest school in Cayuga County at the time. The last class was held there in June 1991.
